Your main strategy is to play Druddigon in your Active spot to stall while you evolve Squirtle on your Bench and pump it with Water Energy with Misty's help. Since evolving to Blastoise is this deck's goal, don't be afraid to use Chatot's attack to draw a new hand of cards so you can find your missing Wartortle or Blastoise.
